Right-click on My Computer, choose Manage, browse to Services, find Parport or Parallel Port, double click on it, change it from Disabled to Manual, click Start Service and then reinstall the software that gave you the error message.

When you installed the ST Visual studio, as part of the install it asked if you wanted to install parallel port support. You should have said no as most modern PC no longer ship with parallel ports. I believe the service cannot start and is failing because the hardware does not exist in your PC. If the above mentioned fix of disabling the service doesn't fix your issue, you may have to remove and reinstall the software without adding this.
