Default Just a stupid question

A customer from the LHS I work at was wondering why is dig ok to use, but rear steer illegal and I'm kinda curious as to why as well.

My understating is that the 2.2 class is wanted to be more realistic but NOT scale. Not to many 1.1 rigs have rear steer. Also a lot of guys like it because it makes things more challenging.
