I have used this method on a few trailers and it is pretty easy and allows for some articulation. Basically, a horizontal piece of aluminum or steel with all thread (from Home Depot) axles through the wheels connected to a vertical piece with a loose enough connection to allow movement. Nothing fancy, but simple and effective.

probably not as low a budget as you might like but i made a similar setup for my trailer. jebster's trailer

the wheels used bearings in vp slw hubs that i mounted to axial 1.9 wheels. the wheels then mounted on a rocker bar with two shafts i brazed in. none of this was that complicated.
