Default Tire Height Measurement

How are tires measured for height?

Is it mounted on rig under weight, or total height without being weighed on the one side.

Have some plans and want to make these right the first time.

"Tires may be modified from other sized tires
using only a pliable rubber but must not exceed a total uncompressed outer diameter of 6 inches."

This is how it is stated in the rule book.
But beware if you put foam & mount it on a rim you may exceed the 6 in. rule.
