wheel hex question!

Are the rear wheel hexes supposed to be flush with the axle or should the front wheel hexes be flush? I ask this because I dont remember which ones are C1 and C3. When I installed them I didn't think C1 hex different from C3 hex. thanks!

The hexs with the extra plastic on them go to the rear, if you try to mount them on the front they will jam the wheels up
