maybe its a translation thing... but its stated very simply in the rules that cages need front and rear cross braces, and i assume you know that since you quoted that rule. the image you are reacting to was provided strictly to illustrate cage mounting and not cage construction, and highmark was only reacting to the question at hand and specifying its legal to mount.
but in case you need it, heres what that cage would look like sorrca legal for points.
Ok. So any part of the truggy cage has to be at least half the width of the body, at least to the back of the rear axle. And a stinger welded to the cage can be included into the 3" longer than the wheelbase rule.

Yes the outside of the truggy must be wider than 1/2 the width of the cab. If you have a bumper it would count towards the 3" longer, but stingers don't count in the 3" longer rule. And in the pic you sent me stingers go up I would consider what your calling a stinger as part of the truggy so it would make it to narrow and illegal.

In class 2 the rule is the inside of the front tires cannot extended pass the width of the cab at the doors. Is this the widest part of the doors?

The above cage gets no points?
Since when have the faded red bars been needed to get points?
The Dingo stock cage does not have those and last year you did get points for it. Same with the Deadbolt and most of the cages I've seen on scale trucks. The rule is written exactly the same as it has been for several years. So where has this sudden change come from?

No change, the faded red bars are not required. The darker red bars at the top of the cage are in front of and behind... it also has the required down bars.

Thickness? How is this measured? Height must be 1/2", width must be 1/2" or an L plate where one side is 1/4 and other is 1/4 and you meet spec?
Can the rear bumper be a 3" wide 16g steel plate and count?
Next interior
"A full interior must include these separate 3D pieces: seat, dash, steering wheel and complete floor. The
interior must be deep enough for a scale figure from the knees up. "
Does this mean the Dinky Honcho 3D interior kit does not count because the dash, seat and floor areone piece? Can I cut the piece into 3 section and meet tech?

I currently have a full tube chassis with a lexan body that bolts to the outside. As the rules state the inside of the front tires cannot

Can I place thin spacers inbetween the lexan and tube work to push the body wider to meet this spec without issues (with the painted body, you won't see them)
-Please note I'm not trying to stretch rules. Simply asking for building purposes.

Full tube chassis will automatically kick you into C3 and the wheel coverage is no longer an issue. You just can't exceed 1.25" to the tire from the body.

I would say an scx with some awesome cage work!
But I wouldn't see where the spacers would be an issue. I have seen people with channels in their sliders which hold the body out a bit to make minimum spec. But, I am sure Tim will weigh in.

Legal yes, but no hard body points. The entire body must be .60 or more.
