Shock hoops are only attached to the frame in one location also, but the rule doesnt state it has to be connected at more than one point.

Why wouldn't a flat chunk of metal count as a bumper? There's nothing in the rules except that it has to be wider than the chassis at the place where it's attached. I vaguely remember something about this from way back but can't find it.
Or I'll just make some L-shaped brackets and attach them to the body with the screws that hold the bumper and bolt the other end to the chassis. Legal and points.

If that's the case, does this tube work justify a dovetail and have to be 1/2 the width of the cab at the doors?

I would lean toward calling it a crossmember with what I can see. Do you think something deserves scale points if you look at it and wonder what it even is?
That's more of a drop bed than most I've seen. I'd be inclined to give it drop bed points.
