CI foams way bigger than the tires

After successfully removing my Canyon Trails from the glued stock rims, I now want to mount them on a set up steelies. Wanted to try a set of CI dual stage foams. I ordered the 4.5" and they just came in. The 4.5" foams are substantially larger than the 4.7" tires (actually measure 5 1/4" out of the package). I'm assuming I just shove them in there. My last two sets of Proline dual stage were a little larger than the tires but not as much as these.

Also, just noticed the CIs appear to have tree layers. The outer layer is a "tuning" layer. I assume I can take that off and just leave the other two if needed for fitment (shovement ;-) )? Or is the tuning layer for foam performance, not tweaking the fit?

It is so they properly fill out and support the tire. Run without the tuning layer first just to see how you like it.
 
I believe they recommend undersizing the foams 1/4" compared to the tires OD.

You can undersize the foams further to soften them and get them to conform to the terrain even more.
 
I thought the same thing, didn't include the tuning rings just do to the size.

And regret not adding them.
