Metric thread pitch gauge and a pair of decent calipers easily identifies bolts, usually. Certainly gets a bit tougher on smaller than 3mm hardware.

A little knowledge of thread charts such as those in a Machinery's Handbook also helps.

Figuring out the threaded hole or nut is a little tougher.

But fwiw, I've designed stuff with custom thread sizes for a long time.
 
The only way I've really "found" is to buy a few different taps and carefully see if one fits. While this not only gets expensive, it's frustrating when you don't have the correct size and really wanna finish a project...

Can everything just be M3 please?

**I had a thought** ANYTHING can be M3 with an M3 tap...
My desire for a screw gauge is also so I can find out exactly what hardware all my wheel hubs and beadlock rings are using, so I can upgrade everything to LockedUpRC hardware at some point. It's a slow process without one. I have probably 2 dozen or more aluminum wheelsets...
(and I only have enough parts to finish building a dozen or so crawlers! - Yes, I realize I definitely have a wheel and tire problem...;)(y))
