Help identify this part

Hey I brought a Gen8 pack last week that had never been used but had been partly disassembled by the original owner (not sure why) I've put it back together but I have this bit left over and I'm not sure what it's for? It came with a random bag of parts and a few were not even from this kit..

Yeah I'm suspecting it's a random bit that fell into the bag.. Sucks there's no proper manual for this thing.

I've bought 2 Gen8 Packs, and neither one had that part in the bag...

I dont recognize it either, though it looks like it could be a spare tire mount of sorts.
