Default burning up ballasts and bulbs on motoin fluorescent fixtures

I have a warehouse that's outfitted with phillips motion activated fluorescent fixtures that have 6 bulbs per fixture.
The damn ballasts and bulbs don't last for shlt on these things! I understand that having the lights turn on and off all day is what's causing the problem, but I'm curious if there's a replacement bulb or ballast that will help resolve the issue.
The fixture uses six 48" tubes that are ultra 8 fluorescent UFL-F32T8/741 32watt and a 120volt 50/60hz instant start 600volt ballast. Any RCC electricians know anything about this stuff?

That's the new design, they claim "green." so far I have experienced the same thing. The ballasts & bulbs don't have near the longevity the old designs did.

If your lights are turning on more than 5-6 times a day you are probably consuming as much power as if there were on constantly.
Fluorescents are designed to run efficiently for long periods. The startup is what draws the most power & has the most wear & tear on the bulbs & ballast.
