- Have a press conferrence (followed by a couple of appearences on the late-night TV shows), boldly proclaiming we have no idea what to do about ISIS.
- Get a committee together, talk about what might need to get done is such a way that we do not offend anyone.
- Draft a harshly-worded memo
- Go back into the committee to review the harshly-worded memo
- Redraft the harshly-worded memo to take the harsh words out of it (might offend someone)
- Go back into the committee to approve the harshly-worded memo (sans harsh words)
- Send the harshly-worded memo (with harshness removed) to the UN so they can review it in a committee...
- When we do finally take action, hold a press conference a week prior, detailing were exactly we are going to hit, and when.

What he should have done after the first American was beheaded at the press conference:
"The bombs started falling and the missiles launching 5 minutes ago. We intend to keep this up until ISIS is just a bad memory. Questions?"
