Default Small Engine Question

What is the part pointed at? It is a metal plate that moves back and forth with the throttle over another plate on the magneto. Any Ideas what it's for/does?

thats an early governor( meaning before the internal gear drive ones)
if the engine gets going too fast that plate moves from the air being pushed by the flywheel and closes the carb to keep from blowing the engine. what ever you do don't screw with it, other wise your looking for trouble.

cool, thanks. My friend and are just messing around with this engine. Yesterday we put a vacum motor on it (supercharger!) and at wot the diffrence was incredible. Probally not good for the engine but hey, we rescued it from the trash.
