Default Where is wheel base measured from?

As the title says. I am going to make my own chassis, and i was achieve 12.5 wheel base with custom links, but i am designing the chassis around the stock links so i hope to get maybe 12" wheel base with stock links....Ive also seen those jigs people make, like where the bolt the axles to a piece of angle and go from there, is wheel base measured from axle nut to axle nut? Any help would be appreciated....
