is the 7t cobalt puller suposed to be smaller than it appears

Are you trying to ask if they enlarged the motor in the picture "to show product detail", like Crack Donalds does with the pic of the "BigCrack" on the menu board???

the puller 7t is a pretty large motor
all the specs are listed on holmes site...

Super Strong cobalt magnets
7 slot armature, 7 turn
6.5 ounces,
2.5" long, 1.35" diameter
5-10 volts
160*F max
1834 rpm/volt

The 7T is just a tad bit smaller in diameter than a standard 540 can...but it's 2.5" long which is about 1/2" longer than a standard 540. Are you sure you didn't look at a pic of the 7T and buy a 454 puller? The 454 puller looks just like the larger 500 series puller in design but is smaller overall.
