I have one.

Does it charge...? Yes.

Does it balance...? I think so. (I have the port hooked up and start the balance program, batteries finish and they have power.)

Did it take a long time to ship...? Hell yes.

Would I do it again? I would probably go with a Hyperion next time.

Seems to work fine, the price was cheap, and it hasn't broken.

I'd go for this. It's in the states and the AC converter is built in.

I picked one up from valuehobby.com. I have been charging all kinds of packs with it for the past 6 months without any problems.

I got one from value hobby also, took about a week to get mine & I live in Washington.

I have used it probably a dozen times so far, seems to work good for me. Trying to find a lipo charger for under like 75 bucks that has an ac adaptor was pretty tough to find, when I came across this I thought it would be a cheesy piece of shit but it is actually not bad.
