What kind of BEC is it? If you've got a castle you need a link to ajust it.

Have you verified that your input voltage is above 4.8 V ( 4 x 1.2V/Nicad cell).

The specs for the BEC say that it will run on 4-19 cells.

battery is @ 7.91V. BEC is @ 2.89V.

What if the input and output are backwards, would it hurt anything if I switched the leads? all 4 wires are the same color(2brown/2red). I put the jst end to the battery and the reciever end to the servo, and left the signal wire connected from the rx to the servo.

From the picture I'd say that you got the connections correct (JST to battery, servo type plug to receiver). I wouldn't swap them around.....

BUT: Did you remember to pull the red wire that normally runs from the ESC to the receiver?

No, I left the ESC wires to the rx alone. I figured there would be no need for the BEC to power rx and I wanted the full 5 amps from the BEC to power the steering servo.
I have the BEC out for testing so there is no load or resistance, I should be getting 6 volts out of it

I'd say you have a dud then. You're putting in the correct input voltage and the output isn't "fighting" with another power source. There's nothing left for you to be doing wrong.
