Default HH revolver CC SW4 issue?

I just received a SW4 to run a new 1800kv V2 revolver and it is really fluctuating speed at slow start up. it sounds like an old dial up modem and is changing speed slightly at a slow start up. I have tried it in 2 trucks (element, scx10ii) both trucks roll smooth with no binding (have 2 revolver motors and both do the same with this esc. both motors run smooth off a mamba x and micro x. I tried 2 transmitters (Futaba 3pv, DX4pro) tried programing on castle link per John Holmes tuning video. I called castle and they were super cool about sending a replacement. I am just hoping I received a bad one? anyone else ever run into this type of issue? any thoughts on a fix if the replacement does the same? I see many people have success with this set up so im kind of at a loss?

you can try taking the motor apart and seeing if one of the magnets came loose

Edit: Oh the esc, can you download the settings from one esc and upload it to another? Not sure if castleware does this or not. Just thinking maybee you missed a setting.
