Is it as simple as an online petition to Monogram? Do lawyers have to talk to other lawyers, fees paid, permissions given, &c...?

It is certainly not that simple, but if enough interest is peaked then the ball could start rolling, royalties payed, etc. I imagine it will take far more than 1000 to get notice though.
