Default Is this a Bad Cell?

I have a new 2/3 A, 6 cell saddle pack. When it charges, it buzzes a little. When it is in the truck, it has about half the power of my other 2/3A, 6 pack... but about the same run time. With this battery only, my motor gets very hot, and when the battery is discharged, only one side of the pack is warm.

I need to get a fuse in my voltage tester tomorrow to check for sure, but does this sound like a bad cell?

Defiantly sounds like it, I had a cell die on one of my split packs, had very little power but still lasted 20 mins.

to add to this topic,

I have an 8 cell 1500 elite split pack. For the first couple of charges the pack was powerful and had an hour or runtime. Now it charges quicker than my 6 cell pack on the same setting, and I only get 2-3 minutes of runtime. The pack is new, and has only been on the charger 4 times. My charger is an 5-8 cell Venom ( I know I need to upgrade) but it still charges my 6 cell pack fine. The guys at CKRC said it sounds like a bad cell. Can anyone else shed some light on this?
