Not the greatest at explaining but if you have seem a pic of them, the tubes go inside the axial axles to stiffen and strengthen them plus is give you weight down low. They fit between the diff bearing and the c hub bearing

Does this allow for clocking the axle also?

TTTOtis: Yes they are only for Axial AX/SCX-10 axles. They have been out for a while...so the thread would be a few pages back by now.

Scrap Value: yeah you can clock the hubs to get most caster and compensate for rotating you pinion angle up. You just need to drill new C hub holes and I drill and tap extra holes further down the axle housing to lock the tubes in good-n-proper.

They can also make the axle more customizeable, if your willing to do some work. If you felt like it, you could cut off the stock link mounts, and fabricate new ones to mount wherever you want, and bolting them through the housing, into the tube. You could also seperate the link and shock mounting points, making BTA setups easier, etc.
