Default WB rules?

According to comp rules 12.5" WB is the limit.

But different people measure it different ways.
Which is the correct way, picture 1 or 2?

Wheelbase is measured to the center of the axles, so the 2nd pic looks right.

Axle nut to axle nut is wheelbase, but another easy method to measure wheelbase is from the font of the front tire to the front of the rear tire. If you are using deep offset wheels, this can be easier than guesstimating where the centerline of the axle is, and gives the same measurment.
