Ive always used a scroll saw, after drawing the circle on it, or whatever shape you need.....just mask out the cut(to reduce the chipping, and melting) and cut it smaller for a circle (for a square, I just use a straight edge and clamps for a guide for the line and cut it to size and maybe trim a bit off with a sander)...then I grab either a dremel tool, or a sander and sand it to the right size. Ive always had good luck with this way. If its small (Under 3") just use a hole saw, and mask the area off(also to reduce the chipping and melts) and go slow with a fast drill.

I use a compass to draw the circle first, cut it with scissors and smooth out the edges with a Dremel sanding drum.
