Default Clarification on fender wells/liners

So I'm building a class 2 based on my real JK. Plans are a show and shine body that exactly matches, but another runner that's close but not so particular, especially paint.

I was going to build liners for the front very much like stock or the bolt on ones. They all mount to the body, never to the frame in real 1:1. I see most chassis mount here. Are both options allowed for the scale points?

Just wanted clarification before I headed the wrong way on these.

There is no regulation on mounting.
