are there adapters to make savage wheels or maxx wheels fit on a clodbuster axle, also do savage stock tires fit on clod wheels

I'm pretty sure that Clod wheels are bigger than most Maxx wheels, but anything can be done with enough duct tape.  There's some companies out there that make adapters (Thuder Tech Racing), but from what I've seen, you can also just drill out five holes to match the Clod output and fit the wheels on the opposite way of normal. For example, instead of having almost no offset, you flip the wheel around so it has tons of offset.
