Cuticle nippers like these: Cuticle Nipper| Walgreens Are great for modifying tires. I just thought to use them yesterday and its wayyyy better than scissors, exacto knives and dremels |

This is what I use. They open a lot more than cuticle nippers and are a pleasure to use. Klein Tools D275-5 5" Lightweight Flush Cutter Happy hacking  |

I did mine with a pair of my wifes craft scissors. Worked good.
