Default Sanding Sidewalls?

Hey, does anyone know how to sand down the sidewalls like the Wyatt Bronco? Wyatt racing Bronco scale-ist rig ever?

also what would be the reason for this?
Thanks

Put a bolt through the wheel and put a nut on the back side that fits like the hex. Put the bolt in a drill and use a block and sand paper to sand down the side wall. Make since?
