I find that hitting the end of the tube with the corner of the stone on my bench grinder does a great job.

x2 on the file. Take a piece of brake line with you to the hardware store. Go to the aisle where they have chainsaw accessories. Buy a file the same size as the o.d. of the brake line. Clamp the tubing to be fish-mouthed vertically in a vise, clamp about 1" from the end to be filed. Half a dozen or so file strokes should get you a perfect fish-mouth. A file will last much longer than a dremel stone and costs about the same.

For those of you that haven't used a file much. Most files (all hardware store files) cut on the push stroke only. Trying to make them cut on the backstroke only wears out the file.
