will 1.9 scx10 wheels fit on venom creeper axels?

Any 1.9 wheels will fit on any 1.9 rims that have 12mm hex on them for your creeper.

I don't think so. I have few 1.9" on-road wheels and they do not fit.
Creeper has big steering knuckles.

12mm hex is a 12mm hex. They will fit if they have the correct offset.

what amound of offset would i need for them to clear the steering nuckles

something deep. Not sure off the top of my head on mm's but axial offset 1.9 wheels will work fine.
