A religion that holds one accountable for things beyond one's control (such as one's beliefs) is morally bankrupt.
Whether or not one seeks God is a choice, is it not? If someone humbles themselves and seeks God with their whole heart, then He will be found, even if he has to tell them about Himself in a dream, or send them a missionary/believer/bible/Jesus-Film from the other side of the world to share the truth with them:
"The LORD looks down from heaven upon the children of men, To see if there are any who understand, who seek God" (Psalms 14:2).
"Yes, if you cry out for discernment, And lift up your voice for understanding, If you seek her as silver, And search for her as for hidden treasures; Then you will understand the fear of the LORD, And find the knowledge of God. For the LORD gives wisdom; From His mouth come knowledge and understanding" (Proverbs 2:3-6).
"I love those who love me, And those who seek me diligently will find me. Riches and honor are with me, Enduring riches and righteousness. My fruit is better than gold, yes, than fine gold, And my revenue than choice silver" (Proverbs 8:17-19).
"For I know the thoughts that I think toward you, says the LORD, thoughts of peace and not of evil, to give you a future and a hope. Then you will call upon Me and go and pray to Me, and I will listen to you. And you will seek Me and find Me, when you search for Me with all your heart" (Jeremiah 29:11-13).
“Look to Me, and be saved, All you ends of the earth! For I am God, and there is no other" (Isaiah 45:22).
“God, who made the world and everything in it, since He is Lord of heaven and earth, does not dwell in temples made with hands. Nor is He worshiped with men’s hands, as though He needed anything, since He gives to all life, breath, and all things. And He has made from one blood every nation of men to dwell on all the face of the earth, and has determined their preappointed times and the boundaries of their dwellings, so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us; for in Him we live and move and have our being, as also some of your own poets have said, ‘For we are also His offspring.’" (Acts 17:24-28).
"Without faith it is impossible to please Him, for he who comes to God must believe that He is, and that He is a rewarder of those who diligently seek Him" (Hebrews 11:6).
"Good and upright is the LORD; Therefore He teaches sinners in the way. The humble He guides in justice, And the humble He teaches His way. All the paths of the LORD are mercy and truth, To such as keep His covenant and His testimonies. For Your name’s sake, O LORD, Pardon my iniquity, for it is great. Who is the man that fears the LORD? Him shall He teach in the way He chooses. He himself shall dwell in prosperity, And his descendants shall inherit the earth. The secret of the LORD is with those who fear Him, And He will show them His covenant. My eyes are ever toward the LORD, For He shall pluck my feet out of the net. Turn Yourself to me, and have mercy on me, For I am desolate and afflicted. The troubles of my heart have enlarged; Bring me out of my distresses! Look on my affliction and my pain, And forgive all my sins" (Psalms 25:8-18).
"The LORD is near to all who call upon Him, To all who call upon Him in truth. He will fulfill the desire of those who fear Him; He also will hear their cry and save them. The LORD preserves all who love Him, But all the wicked He will destroy" (Psalms 145:18-20).
