Vendors that do giveaways can choose the winner however they want.

I have seen "whoever can tell the best joke"
"whoever posts the best pic"
"I let my kid choose"
ect.

Most use the random number generator though. Also most will say upfront how the winner will be chosen.

I have had this happen a few times. I always just doubled up the prize and selected a second winner. If a team member wants to enter to win, then I figure he needs the product enough to warrant the win. Plus, he is a supporting member of RCC and that is the most important thing.
