Looks to be based on a gas golfcart. As long as it has a windshield, signals, lights, horn, etc... it can be driven on city streets, but not on the highway.

That's funny....in Texas, you must have wipers...not a windshield, just wipers. A buddy used to drive his wheeling rig around on the streets...a beat to shit TJ with a piece of plastic holding up his inspection stickers, no windshield, just wipers. It was a pretty funny sight.
