It’s a capacitor. It stores energy and is commonly used in RC to help prevent brownouts when things like servos draw more current than the receiver can provide. The receiver gets its power from the ESC, and most esc’s have bec’s that struggle to keep up with high torque servos due to

You’re much better off with an external BEC, which will power the electronics directly from battery power and eliminating the need for the esc to power the receiver.

Yup... Application is the key here...

Fast RCs will have brown out issues when you punch the throttle, sending most of the power to the motor, choking off the ESC's BEC, causing glitching. A glitch-buster (capacitor) stores a bit of power to allow the RX to operate under full power. The capacitor recharges quickly.

In crawlers we use stronger servos and tend to keep them loaded up a lot longer, which means the glitch-buster quickly gets depleted and the RX is still choked for power. An external BEC supplies power directly off of the battery, so it can supply steady power.

Depending on application, they are both good solutions to keep you in control of your rig, and are fairly cost-effective if your ESC's BEC is lacking, but really they are just a band-aid. Getting a better ESC with a better BEC is a better fix.
