summit 'failsafe " problem

just picked up a used 1/10 summit older version style tx. the esc is the evx-2 early version with no lipo option.
no matter what i do, reset tx to factory, bind rx to tx, calbrate speed control etc etc. no luck. all works fine unless i turn off the TX then off it goes about 1/4 throttle fwd !! i can turn on the esc with tx off and not get any lights on it but the rx light comes on and it does not take off. i turn on the tx 1st then the esc all is well. it's when it looses the signal from the tx the failsafe mode is 1/4 throttle fwd. kinda un safe !! what do i replace TX ? RX ? ESC ? where does failsafe come from ? tx,rx , esc or all 3 ??

failsafe comes from the receiver !
replaced it and all is well
