Default Newly built shocks are acting funny

I'm building an XR10 and I built all 4 shocks but 2 of them act weird, they don't compress fully, feel stiffer and rebound without the spring on. I built them to rebound slow and compress fast if that makes a difference to you. Can anyone help?

Possibly a bit too much oil in. I usually leave the cap slightly loose and stroke the shocks, then tighten cap down. If you want slow rebound, tighten the cap with the shock fully or part compressed.
