Default Reverse power

Is 100% reverse power as powerful as 100% forward power on say a FX-R?

From the ESC? Yes.
Keep in mind, the motors may have some timing in them (usually easily adjustable) for forward thus are slower in reverse.

Some or most esc's can not handle as much of an amp draw in reverse as compared to forward. The manufacturers do not build them as heavily as it is usually just used for turning around at a slow pace. It is not a huge difference, just may handle 25 percent less. Not that it would ever probably matter unless you had a killer motor and were running it in reverse for a loooong period at full throttle. The amount of voltage applied at 100 percent forward is typically the same as the voltage supplied at 100 percent reverse. So the speeds will seem similar. Barring the small difference you will get if running a motor with some timing adjusted into it like Charlie said. Most crawler specific motors are timed at 0 so they will give the same result of speed in either direction. Advancing the timing on a motor will let it run better at high rpm's with the sacrifice to torque. Not something that is needed to worry about on most crawler/scaler setups. When you get into high voltage setups or are looking for speed such as in a Short course or other race rig, it is something that can help.
