Center point / Pulse width is determined by the RX.
Some receivers have an adjustable one, some are created at time of bind, & some have none.
The HobbyWing ESC's I have been using have all been great & with Airtronics radio gear I have yet to have a runaway.
In deep enough water I loose TX/RX link & the truck just stops.
My friends Futaba with imitation RX's defaults to what ever the last input was.
He hasn't had any runaways, but a few times he's been in a creek bottom churning mud/sand.
